Voting by mail
If you are staying somewhere abroad where it is not possible to get to a returning officer, you can vote by mail.
There are two ways to vote by mail:
- You can request the official election materials you need from a Norwegian foreign diplomatic station. You can then use this equipment to send your vote in by mail from your location.
- Unable to obtain official materials? If so, you will need:
- a blank sheet of paper, or a printout of an official ballot paper
- three envelopes
Download official ballot paper.
You can use ordinary envelopes, but it is preferable for them to be of different sizes. Avoid using envelopes that bear the name of a company, organisation, etc., to ensure that your vote remains secret. Your vote will not be rejected, however, even if you use envelopes with identifying information on them.
The envelopes serve different functions and are used as follows:
- The ballot paper envelope is used to hold the ballot paper.
- The cover envelope is used for necessary information about you as a voter. You put the ballot paper envelope inside.
- The forwarding envelope is used to hold the cover envelope. You send the forwarding envelope to the Norwegian municipality where you are, or last were, registered.
Process for voting by mail
- Select the party or group you want to vote for.
- If you use an official ballot paper, tick the box for the party or group. If the party or list you want to vote for is not on the ballot paper, you can write the name of the party/list at the bottom of the ballot paper, in the designated field.
- If you use a blank sheet of paper as your ballot paper, you write the name of the party or group you want to vote for, and that you are voting in the 2025 parliamentary election.
- Place the ballot paper inside the ballot paper envelope and seal the envelope.
- Place the ballot paper envelope inside a cover envelope and seal the cover envelope. If the cover envelope is unsealed, your vote will be rejected.
- Add all required information to the outside of the cover envelope:
- If you are using an official cover envelope:
Write the required information on the cover envelope. Make sure the information is legible. It is especially important that the name, national identity number (11 digits) and (any previous) registered address in Norway is correct. In section 3, select option 2 and add your signature.

- If you are using a regular envelope as a cover envelope, write the following on the front:
- “To the electoral comitee in ……………………………. municipality”
- If you are using a regular envelope as a cover envelope, write the following on the front:
Write the name of the municipality where you are, or last were, registered as resident in Norway.

- The address of the municipality where you are, or last were, registered as resident in Norway.
- The time and place for voting.
- Your full name (and any prior names) and national identity number (11 digits).
- Your address in Norway as at 30 June 2025, or your last registered address in Norway if you have emigrated.
- That you are voting in advance by mail.
- Certify that the information you have provided is correct by signing the envelope.

- Place the cover envelope inside a forwarding envelope and address the forwarding envelope to the electoral committee in the Norwegian municipality where you are, or last were, registered as resident.

Your vote is now ready to be sent to Norway.
Deadline
Your vote must have been received by the electoral committee in the correct municipality by 17:00 on Tuesday 9 September.
